(Its been a while since I wrote one of these up. But I had what I thought was a good idea.)

Many years ago the world was protected by dozens, if not hundreds, of different superheroes. All had powers and abilities ranging from the magical, to those of natural origin, artificial powers, and even those who just got by with nothing more than their wits and training. All of these individuals, for the most part, had the desire to protect the weak and fight for justice etc really you know the story. However, one day they all simply vanished. All superheroes and villains just sort of vanished.

However, scientists one day found artifacts called Hero Badges that contained not only the ability to create a form that had the powers, weapons, and skills of the original but also having the memories of them. This new type of hero was referred to by the Neo Justice League as Kamen Riders, and they began training other heroes to help them.

However, there are three problems with this world now. First of all there is a finite number of Kamen Riders that can exist at one point in time due to the fact that only one person can have an awakened badge for the same mantle. And second is that Villain Badges that been artificially created and are much easier to activate than the Hero Badges, but create monsters instead of Kamen Riders.

As the Neo Justice League is busy dealing with the large scale disasters of the world, they need heroes to work on a somewhat smaller basis. Hence the title.

In other words a team of young Kamen Riders, say thirteen to eighteen, basically act as a sort of Teen Titans/Young Justice/Birds Of Prey team called the Neo Young Justice. They help with the smaller scale missions that need a team but don't require the expirience possessed by the Neo Justice League. There will be a more involved plot later on trust me but right now that is the basics.

Badge Info/Graduation

Badges have two states, Unawakened and Awakened. Unawakened Badges are uniform silver bracelets with no insignia or markings aside from the silver circle. Unawakened have only the basic abilities of one hero and there are could (theoretically) be hundreds of that one badge. However, when the NJL thinks one recruit is good enough they will make their Badge will glow gold and following exchange will occur. Captain Atom will be used as an example. Keep in mind this usually happens in the middle of a fight/mission BUT if this does happen a force field will form around him/her.

Their Hero Badge would then break apart and fuse itself into a new item, usually a piece of jewelry and they would have the full power and memories of that hero. Somewhat like getting a Contract in Ryuki. All Unawakened Badges of the same hero will break. Awakened Badges can take the form of any piece of jewelry and bear the insignia of their hero. (If they don't have one make it up.)

The transformation process is simple. You simply do say Henshin then do an action specific to your badge such as unsetting a watch or stamping your foot for an anklet. Then your insignia will flash over you and you finish the change by mimicking putting on the emulated hero's mask/cowl/helmet. They are disengaged by removing the mask pieces as well. Awakened Badges can act as communicators between Young Justice members and Justice League members. Finishers are initiated the same way transformations are.

Name: Alex Melrose
Age: 14
Human Appearance: Alex has always been picked on for being shorter than his class, at just 5'. He was always kind of scrawny but he is stronger than he looks. He has blue eyes and black hair.
Rider Appearance: When Alex transforms into Kamen Rider Wildcat he would grows to a size of about 5’8. The rider armor resembles a black panther, and gives Alex a bit more muscle than normal. It is all dark blue with black parts and minimal armor. It has small spikes on the gloves and greaves as it is a hand to hand suit. The armor aside from that is a bit bare, with the exception of the white and blue insignia on the chest and the backs of the hands. Alex sees through the cats eyes on the mask.

Powers: Enhanced sight, super strength, healing
Badge/Emblem Description: Wildcat’s emblem is a white circle containing a silhouette of a cats head. Alex’s Awakened Badge takes the form of a gold watch with the emblem as a flip face.
Finishers: Nine Lives Kick, Fang Punch
Personality: Alex has always been smarter than he was strong. Even with his powers as Kamen Rider Wildcat, he has always been the kind of guy to try and taunt or trick an enemy in a fight. Unlike the original Wildcat who just made due with nothing more than martial arts. Alex is playful in both his downtime and his fights. He can get serious at times, he just simply doesn’t want to.
Bio: Alex had an uneasy family life. Alex, and his older sister Sam’s family was split apart when they were zero and two. Alex’s father divorced his mother while she was pregnant with Alex because he was the product of an affair. It wasn’t an amicable divorce either: it was very bloody and only ended with Alex’s mother getting to keep the kids. Unfortunately their mother was poor because she had no job and even then got barely above minimum wage. However, it was very hard fought but they had a decent life. However, one day the Wayne Association offered Alex a spot in won in “charity” to go to a prestigious school. In actuality, while he did go to a great school, he had actually been recruited to be trained as a possible Neo Young Justice member.

Name: Train Harper
Age: 16
Human Appearance: Train is 5’11 with an athletic build and slightly tanned skin. He has short black hair and gray eyes.
Rider Appearance: The rider armor is almost completely black except for the light blue large bird insignia on his chest and a light blue streaks running down shoulders to his forearms and his shins. The suit lacks any form of armor and only light padding as the armor is focused more on mobility. The full face mask is completely black except for white slits for the yes Train sees through.
Emulated Hero: Dick “Nightwing†Grayson
Rider Designation: Kamen Rider Nightwing
Powers: Enhanced agility and reflexes, access to two Escrima sticks with a taser on the end of each
Badge/Emblem Description: Train’s awakened badge takes the appearance of a tactical head piece on his left ear with a short mic that only reaches the end of his sideburn.
Finishers: Shocking sparrow kick, Lightning wing assault
Personality: Train is outgoing, intelligent, and courageous. He has no problem expressing his self, which usually shows when he expresses his discomfort toward authority. To solve this issue Train usually works to become the authority, he has very effective leadership skills and usually works well with people granted he’s calling the shots. If he’s working directly under somebody he’d be sure to butt heads with them if he disagrees with their view. As a hero, Train would definitely be the first one prepared to attack with a strategy in mind.
Bio: Train was born into a troubled family, they had very little money. His father walked out on them when they were young, leaving his mother to work hard to provide for the both of them. When Train got older he took to stealing and other petty crimes in order to help his mother secretly, saying he took to doing odd jobs for people. When he got older, Train evolved his little crimes by forming a small gang who cooperated well under his command. They performed small crimes together at an accelerated rate with planning. The rewards made up for the low risk crimes because of their speed. Eventually one of the weaker links got them all caught. Train was released for a first offense on a relatively small crime and aimed on working again, but his mother was informed and begged him to stop with his crimes. He agreed to what he said and tried to work hard on school as his mother requested having a real soft spot for her. His abilities apparently interested the Wayne foundation as he was offered a chance to go to a top school as a guise so he could trained to become a possible member of the Neo Young Justice. Naturally, he agreed.

Edit: Derp, finally noticed that rule. I'll likely be pondering something involving Static Shock.
