I don't think it's necessary to expand Decade's powers to all the main Riders, if he was the only one there, I'd agree, but given how the originals are appearing themselves, why bother?

I feel like it's going to be the same for Gokaiger, but I can't know for sure if every team will get their powers back by the end of the series.
