That seems like a fairly good way to do it. It gives both Kin and Ura two intro episodes and two solo episodes each and 10~14 can be used as some character building.

Yeah, the 2nd Rider should come around the 20th episode.

We'll probably get a 3rd Rider around the middle 30's.

Tatsutaros reminds me of Momotaros 2.0. So far Ryotaro hasn't really even been able to control Momotaros. My guess is that Ryotaro and Tatsutaros are actually going to get along better than any of the others.

Actualy, Tatsu reminds me of a child...

... and everyone knows how hard it is to control a child.

Nothing has been confirmed except that the second Rider has a crossbow as a weapon and a belt that despenses Rider Passes, ect and is green/yellow.

The episode breakdown? That's just my guess, I'm certain it'll play out close enough to that in reality.
