I think there's at least some progression in that these forms aren't fusions of past heroes at least. Like, you look at the water forms and they don't remind you of Ginga at all. I think because of Tsuburaya's at times precarious financial situation, Bandai is maybe a little afraid to go all the way and this is them testing the waters.

More info about the show has been posted online. The big one being that the series starts airing on July 7th and is scheduled to last for 25 episodes.

The head director will be Masayoshi Takesue, who previously did a few episodes each of Orb and Geed. Takao Nakano, who was the head writer for Ultraman Orb, is returning to perform the same role in this series. They have also announced two secondary writers: Junki Takegami, who was previously the head writer for Megaranger, GoGoV, Gaoranger and Go-Onger, along with Satoshi Ito, who I can't pin down any previous credits for so may be a newbie.

Ultramen Rosso and Blu with their primary weapon, the R/B Slugger, which can change between Rosso form and Blu form (basically it has a detachable blade).​

This is Katsumi, who transforms into Ultraman Rosso. He is played by Yuya Hirata.
He used to be an aspiring baseball player but gave it up when his mother disappeared eight years ago in order to look after his family. He now works in his father's clothes store, "Quattro M". It's suggested that he can be quite hot-headed.

This is Isami, who transforms into Ultraman Blu. He is played by Ryosuke Koike.
Isami is Katsumi's brother. He is in college studying "space archeology", which was apparently the same field their mother was in before she disappeared. He is a bright and positive person but dislikes exercise.

This is the brothers' father, Ushio. He is played by Ginnojo Yamazaki, who toku fans may recognise as having previously played Lucky's dad in Uchu Sentai Kyuranger.
Ushio owns the store "Quattro M" which his son Katsumi works in, but Ushio doesn't really have a head for business and prefers to concentrate on his own self-titled clothing line.

This is the brothers' younger sister Asahi, who is played by Arisa Sonohara.
Despite still being in school, Asahi takes care of the house while the rest of the family works. She is "the glue that keeps the family together". She hates conflict so much that she won't even play rock/paper/scissors. She always has some candy with her, and her catchphrase is "Happy!"

This is Makoto Aizen, who is played by Motoki Fukami.
Makoto is the president of Eizentech, a famous company that researches space technology and new sources of energy. Eizentech is based in Ayaka City, which is where the Minato family lives.
Someone completely absent from the cast details was Hideo Ishiguro, who played Gai Kurenai a.k.a. Ultraman Orb. Hideo recently left his agency and to my knowledge has not yet signed with another. However, we know that Orb is meant to be a major character, so we'll have to wait and see whether he at least voices the character in-suit or if they're going all 'Taro' on us.
