Showa Era, because back in the day, you could practically get away with pretty much anything in a kids show
1) BLOOOODDD!!!!

2)Hot Shocker Chicks

3) NAZIS!!!!!!!!!

NOTE:this is coming from a guy who have seen almost the first 5 episode of the Original Kamen Rider

Both eras have their pros and cons.

What I would enjoy is a protag like Kotaro ..I'm not sure what you would call it really manly hero? hot-blooded hero? old-school, whatever allowed back in play with a touch of updating. Even if it was just every few years or so but essentially letting that type of hero co-exist in the franchise with the various Shouichi's or Ryutaros.
