Are Neo-Heisei Kamen Rider considered to be ultimate kamen rider than past kamen ride

I don't think so. But it's hard to tell canonically who is stronger. I mean...they have flashier effects because they are newer and CGI is the in-thing right now. But Kuuga's kick blew up a city block once....I haven't seen too many of the neo-heisei's produce that kind of power on-screen.
If we leave out Ultimate Forms, it seems to me that they really aren't any more or less powerful. Most Rider finishers are pretty direct, so judging by collateral damage is difficult. But pretty much every attack seen in Neo-Heisei can be favourably compared to one of Faiz or Blade's attacks I'd say.
