wth is this? I know its Saber but it was terrible. the first episode is an hour long and nothing happens in it at all except for Saber appearing in the last 30 seconds

That is called an exposition episode. And a lot of things happened, it just didn't cut to all the action that will eventually happen. Did you not see them explaining the characters, their motivations and the fact that it's building up the tension for when the characters clash?
