Honestly, I'd be more interested if they went totally crazy and brought GTA to a brand new location. GTA: Alaska or GTA: Iraq could both be interesting choices.

Not a bad choice GTA in Iraq would be cool. You could mix elements of call of duty in with the storyline. I don't know about portland. I've only driven thru the city on the way to California.
