Thats what I thought. Wasn't that clearly stated in Agito No Sekai in Kamen Rider Decade? Well, at least about Gills.

Another Agito was an Agito whose form was distorted by the user's insanity. According to DiEnd, Gills is the result of the Seed of Agito being implanted in an incompatible human. So, yeah.

well another AGITO was just another guy who managed to achieve full evolution into AGITO which is why he was so powerful, gills is an incomplete form of AGITO, meaning something went wrong with the evolution

which kinda brings up the question, is Exceed Gills the complete form of AGITO that Ryo was supposed to transform into? :shakefist
