Owner of a Portrait Studio, and grandfather to Hikari Natsumi. Pictures of the Parallel Worlds are located in the studio, and when switched around, take the travelers and the Portrait Studio to the different worlds, without anyone noticing. Eijiro is not surprised by this, and actually considers it fun. He's a very mysterious person.

Yep, you're right. Besides that though, the idea is, this is an alternate Kuuga to the one we know. And it's likely that Agito through Kiva will be alternates too, which is why Wataru may be Kabuto.
