I'm going to go for the more bland Newtype, here. All of her abilities are...well, she's a Tiffa expy in everything (a bit more talkative than Tiffa though).

That said, we don't know if Newtypes exist here as they do in the UC/X/SEED worlds, so she might be something different entirely. I'm betting she has some connection to the UE, but what, I have no idea.
