The only issue I know of currently is that Figuarts doesn't make real-people figures. The closest we ever got was 19-year-old Hana. I don't know what rules there are for Bandai and their development with Figuarts--maybe their sculptors just can't do real human faces, or maybe there's a legal issue?

Although there are plans to release the heroes in their Ranger uniforms, there won’t be any human counterparts due to the costs and other complexities involved in acquiring image rights from the actors – but characters like Doggy Kruger are a possibility.
With SHF Hana, it was convenient since they already had anime-fied version of Hana here: http://www.hlj.com/product/BAN950111 plus, if I had to take a WILD guess, dropping out of Kamen Rider Den-O negated whatever image restriction Yuriko Shiratori had on Bandai. Don't take my word for it though, Im just guessing.
