Condemned 3 Could Be Developed By An Indie Studio
Jace Hall, one of the creators of the Condemned series, posted on Facebook saying that he would be interested in handing over the series to an indie studio. Hall was previously CEO of Monolith Productions, and helped developed the first two games in the series. He wants there to be a Condemned 3, but is too busy to work on it himself.
“There have been 2 game titles released for the franchise,” he said in the post. “They both did well, and I am consistently asked when a third game might be created. Since I am focused on other things, and will be for quite some time, this franchise is just sitting there.”
“I am contemplating finding an interested and proven Indie development team AND PROVIDING IT TO THEM, so that they can take over the franchise and move it forward,” Hall continued. “As an indie, it can be very hard to get marketing/media attention for a title that you work on. This franchise is already quite known, has market demand, and is in an innovative genre/category.”
Condemned: Criminal Origins released back in 2005 on the Xbox 360 as a launch title. Its sequel, Condemned 2: Bloodshot, would release two and a half years later in 2008 on the Xbox 360 and PlayStation 3. Both games were critically acclaimed and praised for their graphics, sound, and gameplay.

So does Monolith own the property and could they loan it out? Since Monolith is a subsidiary of WB Interactive, does that not mean they own the assets of Condemned?

Jace Hall said he owns the IP. So it's up to him.
